“Non-state“ sanctions against Russia: Senders, targeting, effectiveness and ethics

In February 2022, Russian Federation invaded Ukraine’s sovereign territory. Since then, there have been efforts to scale up international sanctions against Russia beyond those imposed after the annexation of Crimea. Besides the reaction of a coalition of more than forty states, including the USA and the EU, we have witnessed a rapid spread of “non-state sanctions measures” introduced by businesses, NGOs, education, research and cultural institutions, sports organisations, and even individuals. Although this practice is only in statu nascendi, it has already provoked many questions: Is this an isolated phenomenon or an emerging long-term practice in international relations? Does this practice of non-state actors correspond with international law and the principles of international ethics? How should these measures be designed? What will be the real impacts and implications for Russian politics? The lecture will try to map the current developments and, responding to the above questions, highlight the possible pros and cons of non-state-sanction measures.

Prof. Štěpánka Zemanová is the Head of the Department of International and Diplomatic Studies, Faculty of International Relations, Prague University of Economics and Business. In her professional work, she specializes in norms in international relations, especially the protection of human rights and the normative policy of small states. She has published many professional studies on this topic, including monographs and articles in prestigious foreign journals, e.g., Journal of International Relations and Development (JIRD) or European Security. She actively cooperates with several domestic and foreign academic and research institutions and is a member of the Scientific Council of the Ministry of Foreign Affairs of the Czech Republic. Furthermore, she serves on the editorial board of JIRD and the Czech Journal of International Relations. Until October 2022, she was a member of the executive committee of the Central and East European International Studies Association (CEEISA). She works actively also in other professional organizations focused on IR. She participated in creating a new section of the International Studies Association (ISA) called the Global International Relations Section (GIRS). She has recently become a member of GIRS’s executive committee.
