Djibouti – a tiny playground and a crossroad of multiple global and regional interests

Being the smallest nation in the Horn of Africa and the second smallest state on the African continent with virtually no natural resources, since its independence in 1977 Djibouti has successfully established itself as a valuable partner for a number of global and regional players. Once largely dependent on its former colonial power – France and on trade transit to and from Ethiopia through its natural deep port near Bab-el-Mandeb, not only has the country become in recent years the global highest concentration spot of foreign military installations, hosting permanent French, US, Chinese, Japanese and Italian bases as well as facilitating international maritime security & anti-piracy operations in the region (including EU ATALANTA) and playing a role in regional peace building & peace keeping efforts in both Somalia and South Sudan, but it has also become an important humanitarian & relief hub for a number of UN agencies operating in the Horn of Africa and Yemen, Headquarters of  IGAD and a key African gate not only for the Chinese Belt and Road Initiative with an ambitious vision to develop further as a vibrant regional economic activity centre – building on its strategic location and comparative advantages on offer for prospective partners.

 

ADAM KUŁACH

Former career diplomat – 27 years of professional experience in service for both Poland and the EU. Since September 2019 – outside the Diplomatic Service (currently Ambassador of Bilingual Future – International Social Education Programme, private sector consultant and lecturer).

2012-2019 Ambassador, Head of Delegation of the European Union (2012-2016 in Riyadh accredited to Saudi Arabia Bahrain, Kuwait, Oman, Qatar and briefly to UAE; 2016-2019 in Djibouti). 1992-2012 occupied several prominent posts in the Polish Diplomatic Service (2010-2012 Deputy Director and Director of the Department of Africa and the Middle East, Minister’s Plenipotentiary for North Africa; 2004-2010 Ambassador to Saudi Arabia, Oman and Yemen /since 2009/ ; 1993-1999 Head of Consular Section in Tripoli/Libya).

Education: Master in International Relations, Faculty of Oriental Studies, Moscow State Institute of International Relations, 1991; Post-graduate studies in Law and Economics of the European Communities, Warsaw University, 1992; Post-graduate studies in Management, Warsaw University, 2001.
